This statement (consisting of 2 pages each signed by me) is true to the best of my knowledge and belief and I make it knowing that, if it is tendered in evidence, I shkll be liable to prosecution if I have wilfully stated in it anything which I know to be false or do not believe to be true.

At approx. 1500 hours on SATURDAY 27TH MARCH 1999 I was on duty in

uniform carrying out entry point duty in LUDGATE HILL EC1. At this time a

grey FORD GRANADA index no V??????? approached the point.

I noticed the driver was not wearing his seatbelt correctly. I stopped

the vehicle and spoke with the driver who I now know to be A

WINTER of .............................

The seatbelt was secured into its holding correctly, the lower strap was

hanging loosely across WINTERS waist:, the upper portion of the strap

which should be worn diagonally across the upper torso was hanging

loosely from its housing and ran vertically down and under the drivers

right arm and onto his waist area, offering no upper body protection in

the event of a collision.

I pointed this fact out to WINTER and asked him to wear the seat belt in

the correct manner. At this point WINTER became irate and commented that

I was holding him up from an engagement. I again asked WINTER to wear the

seat belt correctly, he refused again, at this I informed him if he did

not I would issue a non-endorsable ticket.

WINTER became even more irate and said "GIVE ME A TICKET THEN". I then

cautioned him and issued him with a ticket, WINTER continued to be

disorderly and I warned him about his conduct. WINTER said he would complain and left the scene. pc ???B SYMONS witnessed the issue of the ticket.

At approx. 1543 hours -WINTER returned through the point in a metallic gold coloured ROLLS ROYCE motor vehicle, inside the vehicle was a video camera and tripod placed over the handbrake area and was pointed in my
